1. The rules for transferring and restoring students by type of educational organizations (hereinafter referred to as the Rules) are developed in accordance with subparagraph 16 of Article 5 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education” and determine the procedure for transferring and restoring students in educational organizations of technical and professional, post-secondary, higher and postgraduate education, regardless of the form of ownership and departmental subordination.
2. Transfer of students is carried out from course to course, from one educational organization to another, from one form of education to another, from one language department to another, from one specialty to another.
3. Applications of full-time students for transfer and restoration are considered by the head of the educational organization during the summer and winter holidays within five days before the start of the next academic period of the host educational organization.
4. When transferring or reinstating students, the academic difference in the disciplines of the working curricula studied by them during previous academic periods is determined.
5. The academic difference in the disciplines of the working curricula is determined by the host educational organization on the basis of the list of studied disciplines, their programs and the amount of academic hours reflected in the transcript, or a certificate issued to persons who have not completed their education (hereinafter referred to as the certificate).
6. To eliminate the academic difference in the disciplines of the working curriculum, the student is enrolled in these disciplines, attends all types of training sessions during the academic period, passes all types of current control, receives admission to the final control.
7. Transfer from one specialty to another or from one form of training to another in one educational organization that implements educational programs of technical and professional, after secondary education (hereinafter referred to as the organization of education) is made by order of the head of the educational organization.
8. Transfer of a student from one course to another, from one educational organization to another, from one language department to another, from one specialty to another, is allowed with an academic difference of no more than four academic disciplines.
9. A student who wants to transfer to another educational organization submits a written application in any form for transfer to the head of the educational organization where he / she is studying, and after receiving a written consent for the transfer, sealed, addresses the head of the educational organization of interest to him / her.The application for transfer to the head of the receiving educational organization must be accompanied by a copy from the student’s credit book (or performance book), certified by the signature of the head of the educational organization from which he is being transferred.
10. When deciding on the transfer, the head of the educational organization that accepts the student issues an order for his admission to the training sessions, passing the difference in the curriculum, sends a written request to the educational organization where he previously studied, about sending his personal file.
11. The order on enrollment in the number of students of the educational organization is issued after receiving the student’s personal file from the educational organization where he previously studied.
12. Persons who were previously trained in educational institutions may be restored to their former or other educational organization. A mandatory condition for restoration is the completion of one semester by the student and the question of restoration is considered only on the basis of his personal application. Reinstatement to the first year of students is allowed at the end of the first semester.
13. The restoration of previously enrolled students in other educational organizations is allowed: if there are appropriate study groups for courses and specialties; if there is a difference in the academic disciplines indicated in the Certificate issued to persons who have not completed their studies (or in the student’s credit book), with the list of academic disciplines of the working curriculum, the host educational organization – no more than four academic disciplines.
14. The difference in the disciplines and academic hours of the working curriculum is established by the deputy head of the educational organization for academic work in educational organizations. The procedure and terms for eliminating the difference in the disciplines of the curriculum are approved by the order of the head of the educational organization.
15. For the restoration of the previously trained student submits an application in any form addressed to the head of the educational organization, in which he / she expresses a desire to continue his / her training, and a Certificate is attached to the application for restoration.
